Add support for Flatcar Linux on Azure

* Accept `os_image` "flatcar-stable" and "flatcar-beta" to
use Kinvolk's Flatcar Linux images from the Azure Marketplace

Note: Flatcar Linux Azure Marketplace images require terms be
accepted before use
