Disable AWS detailed monitoring on worker nodes

* Basic monitoring (free) is sufficient for casual console browsing
* Detailed monitoring (paid) is not leveraged for CloudWatch anyway
* Favor Prometheus for cloud-agnostic metrics, aggregation, and alerting
