Use strict mode for Container Linux Configs

* Enable terraform-provider-ct `strict` mode for parsing
Container Linux Configs and snippets
* Fix Container Linux Config systemd unit syntax `enable`
(old) to `enabled`
* Align with Fedora CoreOS which uses strict mode already
