Fix Flatcar Linux docker driver and add cgroups v2

* Remove `/sys/fs/cgroup/systemd` mount since Flatcar Linux
uses cgroups v2
* Flatcar Linux's `docker` switched from the `cgroupfs` to
`systemd` driver without notice
